    Summary

    The Broadband Expansion Grant program provides reimbursement for equipment and construction expenses incurred to extend or improve broadband telecommunications service in underserved areas of the state. The objectives of this program are to:
    • Permit individuals that reside in areas of the state that have fewer than two broadband service providers to subscribe to broadband service; and
    • Ensure that grant funds are used for the construction of broadband facilities and are not used to subsidize the expenses of a telecommunications provider or the monthly bills of telecommunications customers.
    NOTE: In the previous funding cycles, applicants received priority credit for serving an area that did not have any broadband provider offering service at a speed of 25 Mbps down / 3 Mbps up. With the 2017-19 budget, an unserved area now means an area with no broadband provider offering a service of least 5 Mbps down / 600 Kbps up.

    Additional Information

    NOTE:  Beginning in FY 2020, the Commission expects to conduct a single broadband grant proceeding each year for up to $2,000,000. Tentatively, grant applications will be due in June of each year, and the Commissions open meeting decision will occur in the late summer or early fall of each year.

  • Eligibility Details

    Eligible applicants are WI organizations operated for profit or not for profit, including a cooperative; Telecommunications utilities; and Cities, villages, towns, or counties that have established a legal partnership or joint venture arrangement with an otherwise qualified organization or telecommunications utility.

    To qualify for grant eligibility, areas had to have less than 2 service providers offering internet connection speeds greater than 25 mbps download and 3 mbps upload based on coverage data available from no later than June 30, 2016. Due to data limitations, areas of eligibility may have occurred outside the mapped underserved areas.     Applications must be submitted by July 16, 2018. An additional round of funding is tentatively anticipated for Spring 2019.  

    Award Details

    Up to $7,500,000 is available in total funding for FY 2018.  Award amounts vary.
