    Summary

    The Broadband Expansion Grant program provides reimbursement for equipment and construction expenses incurred to extend or improve broadband telecommunications service in underserved areas of the state. The objectives of this program are to:

    • Permit individuals that reside in areas of the state that have fewer than two broadband service providers to subscribe to broadband service; and
    • Ensure that grant funds are used for the construction of broadband facilities and are not used to subsidize the expenses of a telecommunications provider or the monthly bills of telecommunications customers.

    State grant funds are limited to construction projects proposing to build broadband facilities in unserved and underserved areas of the state. The grant program defines the following two terms:

    • Underserved area means an area of this state that is served by fewer than 2 broadband service providers providing a broadband service with a speed of 25 Megabits per second (Mbps) for download transmission and 3 Mbps for upload transmission.
    • Unserved area means an area of the state that is not served by an internet service provider offering an internet service that is all of the following:
      • Fixed wireless service or wired service.
      • Provided at actual speeds of at least 5 Mbps for download transmission and 600 Kbps for upload transmission.

    Eligible applicants are WI organizations operated for profit or not for profit, including a cooperative; Telecommunications utilities; and Cities, villages, towns, or counties that have established a legal partnership or joint venture arrangement with an otherwise qualified organization or telecommunications utility.

    Deadline Details

    Applications are to be submitted by February 22, 2023. A similar deadline is anticipated annually.

    Award Details

    At least $14.1 million will be available for state broadband grants in this grant round. Award amounts vary. Project periods will extend up to 24-months. No matching funds are required but it is a priority factor.
