Summary

Behavioral Health System Baltimore, Inc. (BHSB) is a non-profit agency established by Baltimore City to manage the City's public behavioral health system. As such, BHSB serves as the local behavioral health authority for Baltimore City. In this role, BHSB envisions a city where people live and thrive in communities that promote and support behavioral health and wellness. BHSB is committed to enhancing the behavioral health and wellness of individuals, families, and communities through:
- The promotion of behavioral health and wellness prevention, early intervention, treatment, and recovery;
- The creation and leadership of an integrated network of providers that promotes universal access to comprehensive, data-driven services; and
- Advocacy and leadership of behavioral health-related efforts to align resources, programs, and policy.
BHSB periodically offers funding opportunities for a range of services and activities to support behavioral health and wellness in Baltimore City. Current opportunities include:
- Early Childhood Mental Health (ECMH): Outpatient Mental Health Centers (OMHCs) will be selected to provide a continuum of mental health services to youth under the age of five enrolled in Head Start Programs throughout Baltimore City. The continuum of services includes prevention, early identification and intervention, crisis response, and mental health treatment services.
- Expanded School Mental Health (ESNH): Outpatient Mental Health Centers (OMHCs) will be selected to provide a continuum of mental health services to students enrolled in Baltimore City Public Schools throughout Baltimore City. The continuum of services includes prevention, early identification and intervention, crisis response, and mental health treatment services.
- School-Based Substance Use Disorder (SUD) Prevention & Treatment: The purpose of this program is to select qualified organizations licensed/certified as Outpatient or Intensive Outpatient Substance Use Disorder Clinics to provide a full continuum of substance use disorder prevention, early intervention, and treatment services in selected schools throughout Baltimore City. The services delivered will include evidence-based practices and collaborative planning with youth, caregivers and BCPS staff to promote optimal engagement of youth and address identified needs.
- Enhanced Rehabilitation Services for Transitional Age Youth (TAY): Transitional Age Youth (TAY) are young people generally between the ages of 16 and 24. The target population for this project may be transitioning from foster care systems, Residential Treatment Centers, or other structured programs or systems into more independent living environments. As such, TAY have unique behavioral health care needs related to their developmental stage and experiences. However, Maryland's public behavioral health system is generally divided between services for youth and services for adults, resulting in care for TAY that is sometimes less developmentally appropriate than is ideal. The grant funding available through this procurement addresses this service gap by enhancing services typically available for adults, specifically RRP and SEP services, to better meet the specific needs of TAY.

Additional Information

Early Childhood Mental Health (ECMH): The target population for this project is youth enrolled in Head Start Programs and their families. The selected provider organizations will also be expected to provide support to Head Start staff by implementing supportive practices that will enhance the target population's social and emotional development. Please note that all youth identified as needing any mental health care should, with consent, either be served through the ECMH program or be referred to other programs, regardless of insurance status or ability to pay.
Expanded School Mental Health (ESNH): The selected OMHCs will provide a continuum of mental health services with a strong emphasis on behavioral health promotion and prevention services. The selected applicant(s) will be expected to work closely with Baltimore City Public Schools and BHSB staff to ensure the mental health needs of youth enrolled are identified and addressed in a competent manner. They will also actively work to promote positive social competencies and positive learning environments by implementing a comprehensive and integrated model of prevention and direct treatment services.
School-Based Substance Use Disorder (SUD) Prevention & Treatment: Services provided must be consistent with Recovery Oriented System of Care (ROSC) principles and values. All students referred for services should be screened regardless of their insurance status or ability to pay. For students accessing treatment services, if students have insurance types that selected applicants cannot access for reimbursement, they should be referred to appropriate treatment services within their insurer's network. For uninsured students accessing treatment, grant funding may be utilized.
Enhanced Rehabilitation Services for Transitional Age Youth (TAY): The selected vendor will i) operate eight intensive RRP beds designated for TAY only and ii) provide supported employment services (SEP) for at least 15 young people per year. The grant funding will cover costs not reimbursable through Beacon Health Options or other third-party payers to cover the enhancements to meet the specific needs of TAY, including at least the following:
- Overnight staffing in the residence to provide extra support
- Enhanced community living skills support
- Enhanced social and recreational activities
Eligibility Details

Applicants must meet all of the criteria outlined below to be considered eligible to be selected through this RFP process:
- Licensure as an Outpatient Mental Health Center (OMHC) for a minimum of two years as of December 31, 2018, not including time as a provisional provider. Please note that significant deficiencies on Office of Health Care Quality (OHCQ) Site Visit Reports may disqualify proposals from consideration.
- Ability to achieve accreditation in Maryland as an OMHC by July 1, 2019, if not already accredited.
Per BHSB's Procurement Policy, Minority Business Enterprises (MBEs) or Disadvantaged Business Enterprises (DBEs) will be given preference.
Enhanced Rehabilitation Services for Transitional Age Youth (TAY): Applicants must meet all of the criteria outlined below to be considered eligible to be selected through this RFP process:
- Accreditation and Licensure in Maryland to provide Psychiatric Rehabilitation Program for Adults, as is required to provide Residential Rehabilitation Program services
- Ability and willingness to achieve Accreditation and Licensure in Maryland as a Residential Rehabilitation Program provider by December 31, 2019
- Ability and willingness to achieve Accreditation and Licensure in Maryland as a Supported Employment Program provider by December 31, 2019
- Ability and willingness to achieve approval by BHA as an evidence-based SEP by June 30, 2020
- In Good Standing with the State of Maryland
Deadline Details

Proposals are to be submitted by February 1, 2019. A similar deadline is anticipated, annually.
Award Details

Early Childhood Mental Health (ECMH): Contract funding of $32,000 per 1.0 full time employee (FTE) is available to support the personnel costs of the licensed mental health professionals. Awards will be made available as follows: Mayor's Office of Human Services: $128,000; Associated Catholic Charities: $96,000; and St. Vincent de Paul: $96,000.
Expanded School Mental Health (ESNH): The total funding available via BHSB through this procurement is $720,000 which will may be awarded to multiple provider organizations through this RFP process. Contract funding of $16,000 per 0.5 FTE is available.
School-Based Substance Use Disorder (SUD) Prevention & Treatment: Total funding available through this procurement includes $525,000. Contract funding of $35,000 per 0.5 FTE, per school site, for 15 school sites is available.
Enhanced Rehabilitation Services for Transitional Age Youth (TAY): A total of $88,930 of grant funding is available per contract year through this RFP. The selected vendor will be expected to seek third-party reimbursement for all eligible services.
