    Summary

    The Assistance for Local Emergency Response Training (ALERT) Grant focuses on incident response activities related to the transportation of crude oil, ethanol, and other flammable liquids by rail. ALERT grant funding will be awarded to nonprofit organizations to train individuals with statutory responsibility to respond to accidents and incidents involving hazardous materials.


    Successful projects will: 

    • Establish a curriculum that complies with existing regulations and the National Fire Protection Association standards for competence of responders to accidents and incidents involving hazardous materials. The curriculum should focus on response activities for the transportation of crude oil, ethanol and other flammable liquids by rail.
    • Provide a comprehensive needs assessment to identify locations in which volunteer or remote emergency responders are in critical need of hazardous materials training for response activities to the transportation of crude oil, ethanol and other flammable liquids by rail.
    • Effectively deliver an established curriculum to remote or volunteer emergency responders in order to address the identified needs. 

    Funds granted under this subsection must only be used to conduct training to volunteer or remote emergency responders for response activities to the transportation of crude oil, ethanol and other flammable liquids by rail. The training should be conducted as either: (1) web-based hazardous materials training; or (2) direct hazardous materials training that can be made available in an electronic format.

     

    History of Funding

    Up to $2,100,000 was available in FY 2017.

    Additional Information

    Ineligible costs include: 

    • Personnel costs such as overtime, backfill, stipends, and fees for the state and local personnel receiving training.
    • Entertainment, alcohol, or morale costs.
    • Any costs disallowed or stated as ineligible in 2 CFR part 200.
    • Excessive costs for general office supplies, equipment, computer software, printing and copying.

  • Eligibility Details

    The FY 2019 ALERT grant is open to nonprofit organizations representing regional public-private partnerships. The nonprofit organizations must be able to provide hazardous materials direct or web based training to individuals with statutory responsibility to respond to accidents and incidents involving hazardous materials. The training will focus on response activities related to the transportation of crude oil, ethanol, and other flammable liquids by rail.

    Deadline Details

    Applications were to be submitted by July 12, 2019. A similar deadline is anticipated annually. 

    Award Details

    Up to $1,300,000 is available in FY 2019. Individual awards may range from $100,000 to $1,300,000. PHMSA anticipates awarding 1-4 grants. Cost sharing/matching is not required. The period of performance is twelve (12) months from the effective date of award.
