    Summary

    The Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP) seeks to develop, implement or expand comprehensive programs in response to overdose deaths, illicit opioids, stimulants, and other substances of abuse. Through this program, state, territorial, local, and tribal governments can support law enforcementrelated activities including efforts to locate and investigate illicit activities related to the unlawful distribution of opioids; increase access to prevention programs and overdose reversal medications; and expand treatment and recovery support services in the community and within correctional facilities


    Allowable Uses of Funds:

    • Locating or investigating illicit activities related to the unlawful distribution of opioids.
    • Pre-booking or post-booking alternative-to-incarceration treatment programs that serve individuals at high risk for overdose or substance abuse.
    • Law enforcement and other first responder diversion programs. A variety of multidisciplinary overdose prevention, response, and diversion and referral models, led by law enforcement and other first responders, have emerged in communities throughout the nation. Education and prevention programs to connect law enforcement agencies with K–12 students.
    • Prescription drug take-back programs for unused controlled substances found in the home and used by hospitals, long-term care facilities, and other facilities.
    • Naloxone, including training on the use of naloxone, for law enforcement, first responders, criminal justice professionals, and communities.
    • Embedding social services with law enforcement in order to respond rapidly to drug overdoses.
    • Court-based intervention programs or family court programming to prioritize and expedite treatment and recovery services to individuals at high risk for overdose.
      • Note: Funding is also available under other BJA and Office of Juvenile Justice and Delinquency Prevention (OJJDP) NOFOs to implement or enhance an adult treatment court, a juvenile drug court, a family treatment court, or a veterans treatment court.
    • Evidence-based treatment, such as medications for opioid use disorder, as well as recovery support services including transitional or recovery housing and peer recovery support services. No more than 30 percent of total grant funds may be used for transitional or recovery housing.
    • Comprehensive, real-time, regional information collection, analysis, and dissemination.
     

    History of Funding

    Up to $127,300,000 was available in 2024 for an anticipated 76 grant awards.

    Up to $120,400,000 was available in 2023 for an anticipated 72 grant awards. 

    Up to $132,000,000 was available in 2022 for an anticipated 83 grant awards.

    Additional Information

    The goal of COSSUP is to reduce the impact of opioids, stimulants, and other substances on individuals and communities—including a reduction in the number of overdose fatalities—and to mitigate the impacts on crime victims by supporting comprehensive, collaborative initiatives.

    • Objective 1: Increase access to and receipt of prevention, treatment, and recovery support services for individuals with substance use disorder in the community, in correctional settings, and upon reentry.
    • Objective 2: Reduce overdose deaths.
    • Objective 3: Support law enforcement-related efforts, including locating or investigating illicit activities related to the unlawful distribution of opioids to promote public safety

  • Eligibility Details

    Eligible applicants include State governments, County governments, City or township governments, Special district governments, Units of local government, and Native American tribal governments (federally recognized).


    Deadline Details

    Applicants are to submit a SF-424 and the SF-LLL to Grants.gov by May 4, 2026 at 11:59 PM EST. Full applications are to be submitted to JustGrants by May 11, 20265, at 8:59 PM EST. Similar deadlines are anticipated, annually.

    Award Details

    Up to $104,400,000 is available for FY2025 for an anticipated 63 grant awards. Award amounts vary based on project category. Cost sharing/matching is not required. Project periods will extend up to 36-months, beginning June 1, 2026. 

    • Category 1: Local governments - Individual award sizes are dictated by the population of the proposed community to be served as described below.
      • Subcategory 1a – An urban area or large county with a population greater than 500,000. The maximum award available for Category 1a is $1,600,000, 19 expected awards.
      • Subcategory 1b – A suburban area or medium-size jurisdiction with a population between 100,000 and 500,000. The maximum award available for Category 1b is $1,300,000, 20 expected awards.
      • Subcategory 1c – A rural jurisdiction as defined by the Rural Health Grants Eligibility Analyzer; https://data.hrsa.gov/tools/rural-health. Jurisdictions that are not designated as rural via the analyzer but have a population of less than 100,000 should apply in subcategory 1b. The maximum award available for Category 1c is $1,000,000, 10 expected awards.
    • Category 2: State governments - Applicants are limited to either the State Administering Agency (SAA) responsible for directing criminal justice planning, the State Alcohol and Substance Use Agency, or a state agency  coordinate and manage the planning and implementation of the proposed project. The maximum award available for Category 2 is $7,000,000, 4 expected awards.
    • Category 3: Tribal governments - Applicants include all Native American tribal governments ((federally recognized). The maximum award available for Category 3 is $1,000,000, 10 expected awards.
