    Summary

    This program provides federally recognized Tribes and Tribal consortia an opportunity to develop a comprehensive and coordinated approach to public safety and victimization issues and to apply for funding. DOJ's existing Tribal government-specific programs are included in, and available through, this single Coordinated Tribal Assistance Solicitation. DOJ's Tribal government-specific competitive grant programs outlined in this solicitation are referred to as Purpose Areas. Applicants may apply for funding under the Purpose Area(s) that best addresses Tribes' concerns related to public safety, criminal and juvenile justice, and the needs of victims/survivors of domestic violence, sexual assault, and other forms of violence.


    The FY24 purpose areas are:

    • Purpose Area 1: Public safety and community policing (COPS Office)
    • Purpose Area 2: Comprehensive tribal justice systems strategic planning (Bureau of Justice Assistance (BJA), COPS Office, Office of Juvenile Justice and Delinquency Prevention (OJJDP), Office for Victims of Crime (OVC))
    • Purpose Area 3: Tribal Justice Systems (BJA)
    • Purpose Area 4: Tribal Justice System Infrastructure program (BJA)
    • Purpose Area 6: Children's Justice Act Partnerships for Indian Communities (OVC)
    • Purpose Area 8: Youth Healing to Wellness Courts (OJJDP)
    • Purpose Area 9: Tribal Youth Program (OJJDP)

    Note that, in FY 2024, Purpose Areas 5 and 7 are not included in CTAS.

    Each purpose area has specific goals and objectives. Potential applicants should carefully review each purpose area and its goals and objectives prior to applying.

    Additional Information

    Generally, DOJ funds must be used to supplement existing funds for program activities and may not replace (supplant) non-federal funds that have been appropriated for the same purpose. Grant funds must be used to increase the amount of state, local, tribal, or Bureau of Indian Affairs funds that otherwise would be budgeted for these purposes in the absence of DOJ grant funding.

  • Eligibility Details

    Eligible applicants are federally recognized Indian tribes, as determined by the Secretary of the Interior. This includes Alaska Native villages and tribal consortia consisting of two or more federally recognized Indian tribes.

    Deadline Details

    Applicants were to submit a (SF-424 and the SF-LLL) to Grants.gov by March 5, 2024, at 8:59 PM EST. Full applications were to be submitted to JustGrants by March 12, 2024 at 8:59 PM EST. A similar deadline is anticipated annually.

    Award Details

    Approximately $93,175,000 is available in funding for FY24. Approximately 142 awards will be distributed across all program areas. Individual award amounts vary based on program area:

    • A total of $29,000,000 will be available to fund 50 awards for PA #1 (Public safety and Community Policing)
    • A total of $1,500,000 will be available to fund 10 awards for PA #2 (Comprehensive Tribal Justice Systems Strategic Planning).
    • A total of $39,000,000 will be available to fund 40-50 awards for PA #3 (Tribal Justice Systems)
    • A total of $9,000,000 will be available to fund 6-8 awards for PA #4 (Tribal Justice System Infrastructure)
    • A total of $3,000,000 will be available to fund 6 awards for PA #6 (Children's Justice Act Partnerships)
    • A total of $3,200,000 will be available to fund 8 awards for PA #8 (Youth Healing to Wellness Courts)
    • A total of $8,475,000 will be available to fund 20 awards for PA #9 (Tribal Youth Program)

    Cost sharing/matching is not required. Project periods begin October 1, 2024.
